Short Description	Patch to bypass LSR with large Solar Zenith Angle (SZA > 85) and fix for VI qa flags
Long Description	Incorrect flagging of the pixels in MOD09 product at terminator (solar zenith angle > 85 degree) as atmospherically corrected caused the VI algorithm to ingest these data as good and subsequently produce unrealistic NDVI and EVI values over high latitude ice covered areas (70 - 80 deg. latitude). This version of the PGE contains a patch to bypass these observations based on the solar zenith angle in addition to other qa information stored in the MOD09 product. VI products produced by earlier version of the algorithm were flagged as both snow/ice and cloud in some cloudy or snow covered area. This version contains a fix to flag the output pixel either as cloud or snow/ice, not both.
