Short Description	Fix the production rule to correct the start and end time of the month being processed.
Long Description	Incorrect implementation of production rule in the previous version of the PGE was causing the wrong set of input files being staged in the production of the MOD13A2 product. In this update to the PGE the loader module was fixed to correctly determine the boundaries for the staging of inputs for MOD13A2/MYD13A2.
