Short Description	Bug fix affecting atmospheric correction flag, initializing variables, square root of negative numbers.
Long Description	This update will ensure that sqrt() doesn't get a negative number as argument which was resulting in product artifacts set the atmospheric correction flag correctly to 'NO' when no geolocation is available initialize the State QA flags for IDS files.
